Our Chief Executive
John Phelan is the Chief Executive of the Private Security Authority.
John Phelan was officially appointed by the Minister for Justice Helen McEntee as Chief Executive of the Private Security Authority on 6 September 2024. John was formerly Head of Regulation, Policy and Corporate Affairs at the Insolvency Service of Ireland.
Prior to that, he spent five years in the Banking Division of the Department of Finance advising on policy formation and legislation. In addition to 18 years in the Civil Service, he worked for many years in financial services in London.
John holds a B.A. in European Studies (1st honours) from the University of Limerick and an LL.B in Irish Law (1st honours) from the University of the West of England, an Advanced Diploma in Legislative Drafting from King’s Inns and an Advanced Diploma in Financial Services from UCD.
