Persons who fled Ukraine on or after February 24th 2022 are now entitled to Temporary Protection within the State.
On receipt of their Temporary Protection letter any such persons may apply for a PSA licence.

The following will be required to complete a licence application:

Identification:
(any one of)
National ID card
Permanent Residence Permit (Ukraine)
Birth Certificate
Internal Passport
Expired Passport
Irish Public Services Card
Training:Evidence of having attained Level 4 QQI Door Security/Guarding Skills.

Vetting:Applicants will be required to complete the Garda vetting process in line with all applicants.
Ukrainian Criminal Record Check:Applicants can self-generate the relevant official non-conviction certificate through the recently launched online service of the Ministry of Internal Affairs of Ukraine.

There are two stages to the process, the first is the identity validation. On completion of this part, the applicant is provided with a unique reference number to be used at the next stage.

The second stage is the criminal record check and the applicant will use the reference number from stage one to access this. The results are instant. An English translation of this document will be required and may be submitted as part of the application pack along with the original Ukrainian version.

A CRC from any country in which the applicant resided for more than six months in the past 15 years will also be required.
